High Quality Homes
This ambition aims to provide more options for local people to have wider choice in how acquire their home. Local people love living here, and want to stay close to family and friends, but there are limited options for those wanting to get on the property ladder.
The Penderi Masterplan looks to increase the options for local people to choose whether they rent, buy, or own a share in, a high-quality home.
Local developers and landlords will be considering new and existing homes, offering a mixture of new homes in the area, whilst remaining committed to maintaining and improving the houses and flats that already exist; so that everyone feels proud of their home, feels in control of their finances, and can choose the lifestyle they want.
Through this ambition, partners responsible for homes and buildings in the community, such as City and County of Swansea, Pobl, Llanmor Homes, landowners and other private developers are working closely together with the community.
This will make sure:
- New homes in Penderi complement their surroundings and align with the shared vision.
- Existing homes are updated to be energy efficient buildings that residents are proud to call home.
In 2019, Llanmor Homes successfully gained planning permission to build on farmland to the North of Penderi. This includes permission to build 1,400+ new homes on this land, and included new leisure, business and education facilities.
In Penderi there are parcels of land that have been identified as available for development of new homes. These parcels of land, owned by Swansea Council, have been though a long public consultation, all available land was agreed in 2019. This map shows the areas in the Penderi Community.

Swansea Council have to go through a fair process to advertise any parcels of land publicly. All housing developers will be able to bid for the right to build. The Council have made sure that all applications must show a commitment to the Penderi Masterplan, to ensure that future plans for these spaces promote and support the 7 ambitions for the community.
