Codi takes next step in bringing 186 new homes to Penderi

Codi has taken a further step in its long-term commitment to Penderi, with three residential sites off Milford Way in Penplas, submitted to Swansea Council for pre-application consideration.

Codi – formerly Pobl Group – is proud to have been a landlord in Penderi for more than 30 years serving the communities of Blaenymaes, Portmead, Penplas and Cadle. Codi’s long-standing relationships have ensured local people had influence in shaping the Penderi Masterplan — a shared vision between the community and over 22 local partners built around high-quality homes, energy efficiency, improved community facilities, greener neighbourhoods and stronger connections.

The proposals would deliver 186 high-quality new homes, in partnership with Morganstone and Swansea Council, forming part of the wider regeneration of the Penderi area. The Milford Way proposals mark another milestone in bringing that vision to life, transforming three sites, including land that has stood vacant since the demolition of the former Leo’s superstore in the mid-1990s.

Located in the north of Swansea, four miles from the city centre, the new homes will be modern, safe and highly energy efficient, designed to complement the existing neighbourhood and broaden housing choice locally. A strong fabric-first approach and low carbon technologies will help reduce energy bills while supporting wider climate goals. Proposals also respond to local people’s desire for continued development and improvement of green space connectivity and local places for nature, play and recreation.  

Local resident, Dylan Jones, said “New houses are very much needed in this area. People who grow up here naturally want to live near to their parents and friends when they start their own families. We are a proud community, who always look out for each other, and these proposals look like they will also enable those who may want to downsize from family homes as they get older and want to stay close to their local friends and neighbours.”

The plans build on Codi’s significant investment in Penderi, including the pioneering Penderi Energy Project — the UK’s largest renewable retrofit scheme of its kind — funded by the Welsh Government and the Welsh European Funding Office (WEFO). The project is enabling 520 existing homes to generate, store and share solar energy, cutting carbon emissions and lowering costs for residents.

Director of Regeneration, Solitaire Pritchard said: “The local knowledge and connections that our team have built with existing residents, has really helped shape what is possible on these three sites. Proposals take into consideration local places to live, work and play, enhancing and connecting directly into the current communities wishes. We are holding pre-planning consultation with local people at the 104 Broughton Avenue, a community space that is shared with residents and professionals, to connect and collaborate.”

Together, new homes and large-scale retrofit represent a joined-up, whole-neighbourhood approach to regeneration — focused on people, place and long-term impact.As the proposals progress, Codi will continue to engage with residents and partners at the 104 Broughton Avenue base, to ensure the new development reflects the priorities of the local communities.

Local people have been at the heart of decision in Penderi since the regeneration partnership began, sitting on Partnership Boards and Subgroups that are bringing the ambitions to life. The proposals respond to what local children and parents have told us about how they want to be able to move around their neighbourhood and increase facilities for play and leisure. The green spaces and connective corridors in this proposal build on the upgrade works already seen at Muddy Park and The Ravine – funded by UK Government and Swansea Council through Levelling Up Money.
